Since its integration into Naoero’s healthcare sector, Global Mission Support Services (GMSS DMCC) has profoundly advanced On 19 June, the Government of Naoero took a historic step towards strengthening and modernising the nation’s healthcare system by signing a 10-year Health Services Management Agreement with Global Mission Support Services (GMSS DMCC), a UAE-based healthcare management company.
This landmark agreement, approved under the Foreign Investment Act, entrusts GMSS with managing and delivering health services in Naoero through the newly established Naoero Medical Centre (NMC).
Speaking before parliament, His Excellency President David Adeang emphasised that this decision was not made lightly:
“The Government has explored options over time and concluded that engaging an experienced and capable private sector partner is a necessary step to ensure our people continue to receive quality and timely medical care, both locally and abroad.”
Strengthening Local and Overseas Care
Under the agreement, GMSS will be responsible for:
- Managing hospital and clinic operations in Naoero.
- Supporting and coordinating patients on the Overseas Medical Referral Programme (OMR).
- Expanding local medical facilities, upgrading equipment, and improving health infrastructure.
- Training and developing healthcare staff to build long-term local capacity.
- Introducing systems to improve efficiency, accountability, and patient experience.
Accountability and Community Safeguards
The agreement includes strict accountability measures and termination clauses to protect the public interest and ensure that service delivery meets high national expectations.
As part of the launch, Public Health Executives and GMSS leaders convened to align strategies for establishing a stronger and healthier system. Together, they committed to ensuring that NMC will not only provide direct patient care but also drive systemic improvements for the entire health sector.
